This is to thank everyone who participated in the Sensitization Meeting for Implementing Partners (IPs), on the Nigeria National Cervical Cancer Screening Scale up Project (NNCCSuP), held in Abuja, at Yar’adua Centre, from 5-6 October 2015.

It is hoped that your commitment as a key stakeholder of the NNCCSup will be enduring, in order to actualize and sustain the objectives of the Project.

COMMUNIQUE ON SENSITIZATION MEETING FOR IMPLEMENTATION PARTNERS FOR NIGERIA NATIONAL CERVICAL CANCER SCREENING SCALE UP PROJECT

The sensitization meeting for Implementing Partners for the Nigeria national Cervical cancer screening scale up project was held from 5th – 6th of October 2015 at the Shehu YarAdua Center Abuja with the main goal of deliberating on making cervical cancer screening accessible to the Nigerian woman from age 30 and above for at least once in their life time.

The meeting was attended by over 80 Organizations including Civil Society Organizations, Government and Non-governmental organizations, Development Partners, Private Sector and the Media.

Technical Groups were created and include:

1.     Primary prevention

2.     Secondary prevention

3.     Tertiary prevention

4.     Advocacy

5.     Resource mobilization

6.     Information Education and Communication (IEC)Materials Development

Each Group deliberated and highlighted on the following important issues viz:

1.     Primary prevention Group – deliberated on Human Papilloma virus vaccination focusing on the following as its terms of reference:

·        Vaccination - the need to design modalities for vaccine coverage, cold chain, and service delivery mechanisms.

·        Design of vaccine delivery strategy to target age groups

2.     Secondary prevention Group-  came up with the following as its TORs-

·        Provision of screening instruments and kits for detection of the high risk HPV infected women.

·        Establish cross referral linkages for improved case-tracking and follow up by linking each PHC to a General Hospital that is further linked to a Tertiary Hospitals (Teaching/Federal Medical Centers/Specialist Hospitals) for high level referrals and supervision.

3.     Tertiary prevention Group – developed the following TORs -

·        Treatment  service delivery  in form of Chemotherapy, Radiotherapy, Cryotherapy  and Palliative care

·        Training and retraining of screeners and Practitioners

4.     Advocacy Group- came up with TORs as follows:

Develop strategies to achieve:

·        Mass mobilization, awareness creation, public education and resource mobilization

·        Education on cervical cancer, what screening is and the benefits of screening

5.     Resource mobilization Group – TORs were:

·        Identify sources of funding and make necessary contacts

·        Identify fund sourcing avenues and implement as appropriate

6.     Information Education and Communication (IEC) Materials Development Group – TORs:

·        Develop appropriate IEC materials for use that will assist in project implementation

Following deliberations , the following recommendations were arrived at for the attention of government and partners towards effective scale-up of cervical cancer screening in Nigeria namely:

·        Stepping up awareness from Federal, State, Local Government and Community levels

·        Government and Partners need to use multiple avenues to deliver HPV vaccines to girls between 9-13 years of age, both in and out of school, through e.g. school health programs and Maternal New born and Child Health week etc.

·        Appropriate algorithms should be developed for cervical cancer screening considering affordability, mobility, training of Health Care Workers and standardization of screening processes in Nigeria. In addition establish a Coordinating reference center

·        Treatment of advance cancer is cost prohibitive; hence the NHIS should strengthen the existing frame work to improve the financial support required through the scheme for cervical cancer prevention and treatment services.

·        Government and partners should engage donors and funding Groups such as multi-bilateral organizations, organized private sector, individual organizations and other foundations to mobilize resources for cervical cancer prevention and control. Government should set up a trust fund to manage the resources

·        Further to this, there should be allocation of some funds from the current allocation for National Health Act that has been approved; this will facilitate the purchase of essential materials needed by the Primary Health Care Centers for the Cervical Cancer Screening Program

·        To dispel the myths and superstition about cervical cancer and improve awareness on the need for screening  the development and disseminating  of information using various IEC materials is imperative , and this should be supported by government and private sector.

The meeting resolved to call on government and partners to take note and adopt these recommendations to ensure the achievement of access to cervical cancer screening for the Nigerian woman from age 30 and above at least once in her life time.

Profile of RENEWABLE ENERGY, ENERGY EFFICIENCY AND CONSERVATION ACTIVIST, Nigeria (Dr. Uzodinma Adirieje)


Dr. Uzodinma Adirieje is an Energy, Environmental, Community and Health Systems Strengthening Activist, who has worked with, and participated in the programmes/activities of the Energy Commission of Nigeria (ECN). Dr. Adirieje has been exposed to several sustainable energy issues/situations including National Initiatives on Efficient Lighting, Mandatory MEPS and labeling for CFLs in place (Ghana), Completed Draft MEPS for CFLs (Nigeria and Senegal), National bulk procurement and distribution programs for CFLs (Burkina Faso, Cape Verde, Gambia, Ghana, Mali, Nigeria, Senegal and Togo), ECOWAS Regional workshop on Energy Efficiency,  Lighting Testing Facility (Nigeria and Ghana), Development of sustainable markets efficient offgrid lighting technologies e.g. LED/Lighting Africa program (Ghana, Nigeria, Senegal), Consumer and retail education campaigns on LEDs/Lighting Africa program (Liberia, Ghana, Mali and Senegal), and Distribution of off-grid lighting products to rural NGOs (Benin, Liberia, Mali, Burkina Faso, Nigeria and Senegal). Uzodinma is currently the President of the Society for Conservation and Sustainability of Energy and Environment in Nigeria (SOCSEEN), and also served as Programmes Coordinator of the Civil Society Energy Platform [CiSEP] during 2012 – 2013.

He was a participant/member of Global Virtual Workshop on Market Transformation for Energy Efficiency Lighting- Focus on Africa, organized by the World Bank in 2013. Nationally, he effectively participated in the Energy Efficiency Sensitization Workshop, and the First National Forum on Renewable Energy, Energy Efficiency and Conservation, organized by the Energy Commission of Nigeria (ECN) in Abuja in 2011.In other spheres, he has provided consultancy services to such organizatons as the Federal Ministry of Health (FMOH), Country Coordinating Mechanism for Global Fund (CCM Nigeria), National Primary Health Care Development Agency (NPHCDA), UNAIDS, Ministry of Foreign Affairs, National Agency for Control AIDS (NACA). A World Bank-trained monitoring and evaluation/evidence-generation consultant and health economist,  resource person/facilitator and trainer/capacity-builder, professional manager, health and community systems strengthening consultant, primary care practitioner, researcher/reviewer, programs/projects manager, negotiator/advocate, community leader, volunteer, blogger and author/writer/columnist. His areas of focus are Primary Health Care (PHC), HIV/AIDS/TB, Vaccines/Immunizations, Energy/Environment, Nutrition/Food Security, and Good Governance/Human Rights.

Dr. Adirieje has 10 years’ experience implementing large-scale and complex monitoring and evaluations, and surveys to collect individual, household, community and facility level data. He was a Trainer/Resource Person and Supervisor, training of 125 persons from the 36 States and FCT on Monitoring and Evaluation (M&E), and supervised the M&E of the Home-Based Care component of the Global Fund Round 9 in the 36 States and FCT under the Civil Society for HIV/AIDS in Nigeria during 2010-2011, as the Programmes Coordinator/Administrative Secretary of the Civil Society for HIV/AIDS in Nigeria [CiSHAN]. He was the consultant to Federal Ministry of Health and Unicef, Nigeria, for the Joint Annual Review [JAR] of National Strategic Health Sector Development Plan [SHDP] in Akwa Ibom State in 2012. Since 2012, Dr. Adirieje has served as Technical Consultant to the Country Coordination Mechanism [CCM] on oversight visitations to Global Fund’s Health Systems Strengthening, HIV/AIDS, TB and Malaria projects and sites in Kebbi, Akwa Ibom, Anambra and Rivers States.

He has been providing monthly routine immunization (RI) monitoring and supportive supervision and capacity building in 250 (two hundred and fifty) health centres in Imo State since two years on. He was the consultant of World Bank and NACA that developed Imo State Multi-sectoral HIV & AIDS Monitoring and Evaluation Plan in 2012; and served as the sole consultant for the ‘Development of the Global Fund for AIDS, TB and Malaria Comprehensive Manual of Precedures’ for Nigeria, 2012. In 2014, he undertook data quality self-assessment (DQS) of RI in Njaba LGA of Imo State on behalf of the National Primary Health Care Development Agencies (NPHCDA). He has strong capacity and experience in planning and organizing surveys, field work/logistics in Nigeria; and has good network of experience enumerators, supervisors, and data entry clerks and ability to mobilize and retain them all over Nigeria. He has proven experience with data quality assurance mechanisms (field work management, data entry programming, etc.) on Global Fund grants/projects; and has presided over the procurement of necessary equipment, including laptops under the Global Fund grant/projects. Uzodinma is familiar and experienced with both field and central-based data entry methods desired, speaks and understand English Hausa, Igbo and Yoruba languages and very much at home with the health sector in Nigeria desired having worked with three ministers and several commissioners for health in Nigeria in the last 10 ( ten) years. He has received the training on Statistical Package for Social Sciences (SPSS) and Data Management; use and application of QuickBooks software; and Peer Participatory Rapid Health Assessment for Action (PPRHAA).

A former programme manager for advocacy and communications at the DFID-funded Health Reform Foundation of Nigeria (HERFON), Dr. Adirieje is the Executive Director of Afrihealth Optonet Association – a national civil society network/coalition for health and community systems strengthening (HSS/CSS), and National Coordinator of the Civil Society Partnership for Development in Nigeria (CSPDN), Dr. Adirieje has demonstrated/proven leadership and effective communication competences by regularly facilitating communication between different stakeholders, government, non-government, and academic institutions, and leading and motivating teams of enumerators, data entry staff, etc. He has very strong interpersonal skills, is able to communicate flawlessly in written and spoken English, and very much familiar with the cultural context of the Nigerian states of Bauchi, Ekiti, Kebbi, Cross Rivers, Niger and Anambra. He’s also able to communicate in Hausa, Igbo and Yoruba languages, and has a persistent knack for details; having also worked with/for both private and public sectors of the Nigerian health and development sectors.

Profile of HEALTH FINANCING AND SOCIAL HEALTH INSURANCE CONSULTANT, Nigeria (Dr. Uzodinma Adirieje)


I have been involved in Nigeria’s Health Insurance Schemes and systems since 2006 when I participated in the certificate course/training in Health Insurance and Health Systems Strengthening in Sao Paulo Brazil, while understudying Brazil’s health insurance system hands on, along with other Nigerian stakeholders including members of the National Assembly, Representatives of Federal Ministry of Health (FMoH), Board and management of the NHIS, Change Agents, representatives of Health Maintenance Organizations (HMOs), NHIS Providers, Consumers, Civil Society and media. This training was used to review and streamline the Nigeria Health Insurance Scheme (NHIS) with substantial reference to the published report of the Brazil training which I wrote while I was the Programmes Manager at Health Reform Foundation of Nigeria (HERFON). I participated actively and benefited well from the NHIS-organized activities and workshop for stakeholders prior to the role-out of its community-based health insurance scheme [CBHIS]. I served briefly as NHIS consultant on clinic audit for the scheme.

I am a World Bank-trained Sexual and Reproductive Health and Rights (SRHR) advocate and Health Economist; researcher, trainer and curricula developer, conference and meetings organizer/coordinator, reviewer, monitoring and evaluation (M&E) specialist, programs/projects manager, professional manager, health and community systems strengthening (CSS/HSS) consultant, negotiator/advocate, community leader, volunteer, blogger and writer/columnist. Profile of CHILD PROTECTION CONSULTANT, Nigeria (Dr. Uzodinma Adirieje)


Dr. Uzodinma Adirieje is a World Bank-trained Health Economist and Reproductive Health Advocate, and aHealth, Community and Nutrition Systems Strengthening consultant, professional manager; with core/greatest competences in Organizational/Programmes management, Research, Capacity Building/Trainings, Evidence-generation, Knowledge Management, Conferences/Workshop Meetings, and Monitoring and Evaluation (M&E) of international development and global health, including primary health care (PHC), family planning and reproductive health, HIV and AIDS, nutrition and food security, immunization, malaria, energy/environment, women and community empowerment, gender and youth. Dr. Adirieje has been involved in child protection interventions in Imo and Lagos States for twenty years now, in line with the spirit of the Convention on the Rights of the Child (1989). He is aware that child protection is the process of protecting individual children identified as either suffering, or likely to suffer significant harm as a result of abuse or neglect. He remains committed to promoting measures and structures designed to prevent and respond to such abuse and neglect since 1995.

In 1999, he wrote/published my book/pamphlet titled ‘Female Circumcision (Female Genital Mutilation or FGM): 40 Dangerous Effects Parents and Relations Must Know’ in 1999, which has been catalogued at the Media/Materials Clearinghouse of the Johns Hopkins University, USA, for worldwide distribution, as M/MC ID#: PL NGA 318. Uzodinma was the GAVI Consultant for routine immunization (RI) in Imo State during 2012-2014 under the National Primary Health Care Development Agency (NPHCDA), during which he also promoted the elimination of FGM/C and child health protection and preservation. He visited 250 (two hundred and fifty) community-based PHCs/health facilities, trained and provided supportive supervision to Nurses, Midwives, Village Health Workers, Community Health Extension Workers (CHEWs), Community Health Workers and community leaders in Imo State’s 27 (twenty seven) LGAs; and thereby directly supported/reached 4,860 health workers and stakeholders in the State. Several non-facility-based LGA and State MoH officials were also provided with technical assistance, to enable them perform their supervisory duties within the State and LGA health systems in the course of this assignment. This contributed immensely to the improvement in maternal newborn and child health reported in the State during this period.

Dr. Adirieje’s involvements in child protection and health include my 2001 lecture on ‘The Child and the Home’ delivered at the annual general meeting of Parent Teachers Association of Sunshine Nursery/Primary School, Aguda-Surulere. He was the facilitator for three batches of training on ‘Overcoming Maternal and Child Nutritional Anemia’ for community leaders and health workers in Badagry Lagos during 2008-2009; and delivered a paper as well as served as a panel member on ‘Mobilizing Resources for Better Child Health - the Health Sector Reform Approach’ during the 38th Annual General and Scientific conference of the Pediatric Association of Nigeria (PAN) in Nnewi in 2007. As the National Programmes Coordinator of Civil Society for HIV/AIDS in Nigeria [CiSHAN], he led the home-based-care (HBC) interventions and campaign to stop the spread of HIV through FGM in Nigeria.
 
Uzodinma has been involved in developing, monitoring, adjusting (as may be needed) and reporting on informed action plans for such interventions as the ‘Health Sector Reform Advocacy Action Plan’ produced from the Nigeria National Health Conferences (NHCs), 2006-2009, ‘Imo State Multisectoral HIV/AIDS Monitoring and Evaluation Plan 2012-2016’, and ‘Care for the Chronically Ill: Towards Intensified HIV/AIDS Prevention, Treatment, Care and Support Services In Nigeria’. Uzodinma managed the implementation of the communication initiatives/components of CiSHAN’s HBC project to scale up gender sensitive HIV prevention services among children and adults, and scale up chronic HIV/AIDS treatment among adults and children in Nigeria to enhance child protection. He has designed and supported the design of appropriate and appealing FGM messages and communication as contained in my aforementioned book/pamphlet, lectures and school/community interventions ‘Using Vitamin A Supplementation Programmes as Opportunity to Advocate for the Elimination of FGM and other Harmful Childhood Practices in 7 Rural Communities and 8 Children’s Schools in Lagos State including Badagry, Alausa, Kirikiri, Egbe, Isheri Olofin, Ijeshatedo and Aguda’, during which my FGM book/pamphlet and other FGM information, education and communication materials were also distributed.

He was also involved in the development of similar messages and communication for HIV/AIDS, immunization and nutrition/food security; and has experience working with the Federal Ministry of Health (FMOH) to include FGM/C awareness in its programmes especially through my role and participation in the National Conference of NGOs working on Female Genital Mutilation (FGM) in 2003. He also worked with the World Health Organisation (WHO) to execute the National Workshop on FGM in 2001 in collaboration with the FMOH; and under the Global Fund Round 9 (GFR9) to contribute to the reduction in HIV incidence and to mitigate the impact on women, children especially through FGM in 2010-2011.

My name is Dr. Uzodinma Adirieje. I am a trainer of trainers (ToT), trainer, facilitator, capacity building consultant and professional manager for health and development. In 1998-1999, I was the director and facilitator/resource person for 3 batches of training on ‘Overcoming Maternal and Child Nutritional Anemia’ for civil society organizations [CSOs] and community leaders and health workers in Badagry Lagos, 1998-1999. In 2005, I was in charge of planning and overseeing the provision and programme of the CSO activities at the International Conference on AIDS and STIs in Africa (ICASA). As the National Programme Coordinator, I provided leadership, oversight and support in the capacity building of 125 persons from the 36 States and FCT on Monitoring and Evaluation (M&E) under the Global Fund Round 9 (GFR9); and training of 250 persons from all the states and FCT on the provision of Home-Based Care (HBC) for HIV/AIDS; under GFR9 during 2010-2011 under the Civil Society for HIV/AIDS in Nigeria [CiSHAN].

I was the lead facilitator for Monitoring and Evaluation Planning for State Sector-wide Plan for HIV/AIDS in Imo State in June 2012; and have provided effective leadership and oversight on the ongoing capacity building/training certificate courses of Health Systems and Projects Consultants Ltd since 2012, and programmatic and administrative leadership for the implementation of the HIV/AIDS control programs of the Catholic Action Committee on AIDS (PACA) in Abuja during 2008-2011. With the commitment to sustainable throughout the project, programme and organizational life cycles, I supported capacity development (CD) in partner-organizations of CiSHAN, Health Reform Foundation of Nigeria (HERFON) and Afrihealth Optonet Association (AOA); and provided opportunity development for member-CSOs of AOA in accessing the grants in 2014 by organizing proposal writing and project management capacity development workshops towards grants-application and implementation of activities/projects, 2014. I provided routine immunization (RI) CD through supportive supervision for partner health centres of the National Primary Health Care Development Agency (NPHCDA) in Imo State, 2012–2014.

Since 2006, I have been designing and developing materials, modules, manuals, methodologies/strategies for implementation for training interventions and capacity building in the areas of Proposal Writing and Development; Project and Programme Management; Fundraising and Resource Mobilization; Advocacy, Communication and Social Mobilization; Monitoring and Evaluation (M&E); Leadership Development, Career Advancement and Organizational Management; Health Systems Strengthening (HSS); Community Systems Strengthening (CSS), and Gender Mainstreaming in Programs and ‘M&E’. I designed and developed the capacity building on Monitoring and Evaluation Planning for State Sector-wide Plan for HIV/AIDS in Imo State in 2012; Fundraising and Resource Mobilization for Lagos State MOH staff, 2014; and Project and Program Planning/Design and Development for Ogun State MoH staff in 2014. I have regularly been involved coordinating and maintaining sustainable capacity of CSO partners in CiSHAN, HERFON and AOA.

I coordinated and supervised 6 zonal 3-days training on Resource Mobilization and Financial Management for CBOs from the 36 states and FCT in 2010; 6 zonal 3-days training on Organizational Development for CBOs from the 36 states and FCT in 2010 under the National HIV/AIDS Fund (HAF). I was a trainer and facilitating consultant for ‘AIDS, TB and Malaria (ATM) national CSO Networks Leaders’ Training on the Coordination and Management of CSOs’ Activities’ for ACOMIN, CiSHAN and TB Networks and Actionaid Nigeria under the Global Fund in 2012. I was the resource person for the ‘Training on Ward Health/Community Systems Strengthening (HSS/CSS) for 5 Batches of Chairmen and Secretaries of Ward Health Development Committees in Ezeagu, Udenu, Udi, Nsukka and Nkanu West LGAs in Enugu State during 2010-2011. I was also the Resource Person for Orientation and Capacity-building Workshop for Chairmen and Secretaries of Ward Health Development Committees in two LGAs in Ebonyi State, under GFR8 HSS/CSS project, 2010-2011. With respect to the provision of quality control and technical leads, I provided supportive supervision for about 600 (six hundred) PHCs in the 27 LGAs of Imo State was the valuator, Data Quality Self-assessment (DQS) of RI in Njaba LGA of Imo State on behalf of the NPHCDA during 2012-2014.

I have been providing quality control through oversight/site visits to Global Fund’s HSS/CSS, HIV/AIDS, TB and Malaria projects in Akwa Ibom, Rivers, Anambra and Kebbi States since 2012. I was the sole national consultant to Federal Ministry of Health and Unicef, Nigeria, for the Joint Annual Review [JAR] of National Strategic Health Sector Development Plan [SHDP] in Akwa Ibom State in 2012. I am a trained management trainer from Nigeria’s Centre for Management Development (CMD) in 2014, and Training of Trainers’ (TOT) from DFID/PATHS in 2006.

I am Dr. Uzodinma Adirieje; Deputy National President - Nigerian Association of Evaluators, National Coordinator - Afrihealth Optonet Association, and Country Director - Health Systems and Projects Consultants Ltd. I have fifteen over years’ experience in capacity building and implementing large-scale and complex M&E of projects/programs including nutrition and food security interventions; and surveys to collect individual, household, community and facility level data. I conducted and supervised the M&E of the HIV and AIDS Home-Based Care (HBC) component of the Global Fund Round 9 in the 36 States and FCT, and was a Trainer/Resource Person and Supervisor for training of 125 persons from the 36 States and FCT on M&E, under Civil Society for HIV/AIDS in Nigeria [CiSHAN] during 2010-2011. I am an M&E practitioner, facilitator/teacher and implementer, at home with and engaged in the development and application of appropriate M&E methods and tools; including performance indicators, logical framework approach (LFA), logic model, M&E Framework, impact evaluation, theory-based evaluation, formal surveys, rapid appraisal methods, participatory methods, public expenditure tracking surveys, and cost-benefit and cost-effectiveness analysis. I am routinely involved with/engaged in data collection, analysis, information gathering and report writing using questionnaires, face-to-face interviews, telephone interviews, group techniques, in-depth reviews, facilitated workshops, focus group discussions (FGDs), and documents reviews. I routinely coordinate M&E activities to ensure coherence of approaches across projects/programmes and organizations; using the following four approaches to impact evaluation: randomized evaluation design, quasi-experimental design,  population comparison with a non-equivalent control group, and rapid assessment using group interviews, key informants, case studies and secondary data.

I was the consultant of World Bank and National Agency for the Control of AIDS (NACA) that developed Imo State Multi-sectoral HIV/AIDS M&E Plan, and sole consultant for ‘Development of the Global Fund for AIDS, TB and Malaria Comprehensive Manual of Procedures’ for Nigeria in 2012. In 2014, I undertook data quality self-assessment (DQS) of RI in Njaba and Owerri West LGAs of Imo State on behalf of the National Primary Health Care Development Agencies (NPHCDA). Dr. Uzodinma Adirieje is a Health Economist, researcher, professional manager, and sexual and reproductive health and rights (SRHR) advocate with over twelve years of experience in managing and supporting large and small local and international conferences and meetings for over ten years. He is a Nigeria-based Professional Manager, Programmes and Projects Manager, and Health Systems Strengthening and Monitoring and Evaluation (M&E) consultant. Some of his post-doctoral trainings include The World Bank’s trainings in Health Economist and Sexual and Reproductive Health and Rights (SRHR). He also received series of monitoring and evaluation (M&E), Routine Immunization (RI) Leadership trainings, and Training of Trainers (ToT) from USAID/Measure Evaluation.
