INVITATION TO THE TOWN HALL MEETING ON THE ‘IMPLEMENTATION OF
NIGERIA'S NATIONAL HEALTH ACT 2014: PROGRESS, PROSPECTS AND CHALLENGES’

Optonet Association (AHOA) is a community-focused CSOs network/think-tank of
about 1000 organizations in the global South for the promotion of Development
Work, Sustainable Development Goals (SDGs) and Health - a state of complete
physical, mental and social well-being; using partnership/collaboration,
advocacy, research/evidence-generation, capacity development, outreaches, and
monitoring and evaluation (M&E) as strategies; for the major benefits of
rural and poor urban dwellers, marginalized, vulnerable and disadvantaged
populations of women, children, adolescents, disabled, orphans and elderly;
while exploring the nexus between Health - PHC, HIV/AIDS, TB, Malaria, NCDs, Vaccines and
COVID-19; Energy and Environment – biodiversity, ecosystems, environment, renewable energy, energy
efficiency, conservation and climate change (BEEREEECCC); Nutrition including micronutrients and
Food Security; Gender, Democracy, Good Governance and Human Rights. AHOA has
Consultative Status at United Nations ECOSOC.
Life expectancy in Nigeria has been consistently low. In 2016, life expectancy for
male was 47 years, 51 years for female and 49 years for both (NBS, HDI 2018)[1]. Nigeria’s National Bureau of Statistics (NBS) report for 2017
has it that females can live for approximately 51
years while males can live for just 47 years[2].
The report also opined that, persons resident in Nigeria
are liable to die due to sicknesses and diseases, as well as other causes which
include accident, road traffic and birth trauma among
others. In 2020, life expectancy for Nigeria was 55 years, which is an increase from 41.4 years in 1971 to 55 years in
2020 at an average annual rate of 0.58%[3]. Nigeria’s National
Population Commission projects that the country’s population is already more
than 216 million people by 2022[4]
The year 2014 witnessed the enactment of
the National Health Act (NHAct)

Nigeria’s first ever Health Law. Gazetted in the FRN official Gazette No. 145,
Vol. 101; this law provides a framework for the regulation, development and
management of Nigeria’s health system; and sets standards for rendering health
services in Nigeria. It provides for the Responsibility for Health and
Eligibility for Health Services and Establishment of National Health System, Health
Establishments and Technologies, Rights and Obligations of Users and Health
Care Personnel, National Health Research and Information System, Human
Resources for Health, Control and Use of Blood, Blood Products, Tissue and
Gametes in Humans, Regulations and Miscellaneous Provisions.
Eight years after the NHAct and eight years to the 2030 Agenda on
Sustainable Development Goals (SDGs), Afrihealth Optonet Association (AHOA) – CSOs
